Small-scale solar power generation in China has achieved sustainable growth, residential photovoltaics accounting for 33%

The National Energy Administration of China (NEA) has released a draft regulation on small-scale solar energy, updating the current regulations released in 2013. As an important power generation technology, distributed photovoltaics need to strengthen supervision to support local power grids.

According to Bloomberg New Energy Finance (BNEF), as of July 1, 2024, China's small-scale solar power generation capacity has reached 309.5GW, with residential photovoltaics accounting for 33%. The new policy divides distributed photovoltaic projects into four categories based on the type of investment entity, asset ownership, and installed capacity, each with its own electricity sales mechanism. For large-scale industrial and commercial projects, it is stipulated that only self use mode is allowed, which means that projects with an installed capacity exceeding 6MW must all be self used.

In terms of regulating renewable energy projects, most utility scale solar projects can obtain an identification code (ID) after submitting all necessary documents to the NEA, which is a prerequisite for obtaining a Green Energy Certificate (GEC). However, due to the extensive investor base and lengthy approval process, small-scale solar projects have not yet done so. Therefore, the new policy stipulates that all small-scale solar projects should join the liberalized electricity market, allowing provincial governments to play a greater role in regulating future small-scale solar energy, but the details of the rules are still open to debate.

BNEF believes that the new policy's push to increase self consumption may incentivize end-users, especially in industries that are difficult to cut, to ensure timely project registration so that they can obtain GEC verification.
